Dog breathing raspy, gagging. What home remedies help congestion?

I have a 4 year old Apple Head Deer Chihuachua. She has allergies and I give her Benadryl. Today she keeps gagging and she did spit up some white flem. Her breathing sounds raspy. I am a widow and can't really afford to take her to the vet. Is there some kind of home remedy I can do? Pet's info: Dog | Chihuahua | Female | spayed | 5 years and 2 months old | 9 lbs

Turn the shower to hot and allow the steam to build with the door closed. Having her breathe the hot steam can lessen congestion and help her to breathe easier.
