I am sorry to hear about Kall's issue. Papules and pustules of the skin as we see here are most often caused by a bacterial infection of the skin. Often this can be secondary to allergies. In some milder cases treatment with a topical shampoo may be effective but in more severe cases we may need systemic antibiotic treatment which require a visit to a veterinarian for a prescription. If your dog is very itchy this is your best course of action as he also needs prescription medication to help control the inflammation/itch. If he isn't very itchy and the bumps are confined to this area, you could consider trying a medicated shampoo such as these: https://www.chewy.com/vetoquinol-vet-solutions-universal/dp/109539
