It sounds like she has an upper respiratory infection that is likely bacterial in nature. The itching may not be related to this. She could have fleas causing her itching, or an underlying skin allergy. She will need a short course of antibiotics prescribed by your vet to treat her upper respiratory infection. Also making sure she has a high quality flea preventative (i.e. Nexgard, Simparica, Bravecto, Comfortis) is recommended. You can try using an aloe based or oatmeal based shampoo (i.e. Duoxo shampoo) from your local pet store to provide some topical relief for now. If the itching continues then it's best to discuss with your vet about trying antihistamine or allergy medication for her. I hope that Doris feels better soon. Best wishes and take care.

This maybe a sign of allergies. They can have nasal or skin trouble from environmental allergies from pollen or dust or grass You can start with a bath to rinse her coat. If It continues then your vet can prescribe medicine to help further
