My blk lab is 5yo. She has always had what i call seasonal skin problems. Recently she's started scratching her "chin" along w her lips inside & out. Her chin hair doesn't fall out but if barely pulled comes out in clumps. At the base of the hair theres a lot of what i guess is dandruff. She constantly wants to go out so she can roll in the grass. She violently rubs claws at her snout & rubs it against anything. She is a paw licker. No redness there so idk if its related. 3vets=no relief

It sounds like a typical skin allergies. It would be a good idea to do a food trial with an hypoallergenic food to rule out food allergy first. If it doesn't work- ask your vet for a medication called Apoquel, it's the new magic drug for skin allergies in dogs and it work in over 95% of cases, it is also safe to administer long term.
