My betta's fins look like a wet feather and are stuck. Is it fin rot?

Hello , My betta fishs fins and tail seem a little weird not like when I first bought it looks like a wet feather and the little things that form the tail and fins are stuck together is that normal

The most common disease afflicting the fins of betta fish is fin rot. This is when bacteria that are found in essentially every aquarium become too numerous and begin to attack the fish within the water. If you have some pictures of the fish, it would be very helpful in determining if this is exactly what is going on. The most important thing to do at this time is getting Chum out of that tank for now and getting the aquarium cleaned, as well as the right temperature.
