I have a spayed girl ferret who is losing her hair on her tail; is this normal

Hair loss (alopecia) is never normal. There are several possible causes of alopecia. Typically a vet will need to do some testing in order to determine the underlying cause of the problem. Some of the most common causes include: adrenal disease, bacterial or parasitic infections, allergic reactions, nutritional deficiency and autoimmune disease. I suggest you have Bonnie to your vet for an exam.
