Why is my 12-week-old kitten nursing? Does mom cat still have milk?

Pet's info: Cat | Mixed Breed | Female | unspayed | 8 lbs

I have a momma cat and her 12 week old baby and he tries to nurse on her. Her nipple are flat I do not feel anything there. My question is, does she have milk I cannot feel?

Hello. A female cat can continue to lactate if she is sufficiently stimulated by a nursing kitten. The quality of the milk is much poorer than when the kitten was young, but there can still be some milk present in the glands. Some kittens do develop a need to suckle & are more concerned about the contentment they receive from this than the actual nutrition they receive. There is no harm in this as long as Sugar is willing to allow the behavior, but if she is to rear another litter, you would not want this older sibling stealing precious milk.
