If you can get Frank to a vet, I would recommend that so they can check for infections, skin parasites, or other signs of disease. If that's not an option right now, you could try giving Frank fish oils to see if that helps his coat. It won't help if there is a medical reason for the dandruff, but may help if the winter dryness is the problem.
