My 12-year-old Cocker Spaniel is panting constantly. What's the cause?

Pet's info: Dog | American Cocker Spaniel | Male | unneutered | 12 years and 8 months old | 32 lbs

Rapid breathing, panting, going on for a month now. Never stops. Vet tried allergy meds, no good. He is taking something now for fluid, yet the vet didn't hear any fluid around the heart or lungs. What else could it be? He is almost 12 y/o Cocker Spaniel.

Thanks for using Petco Pet Education Center, formerly Petcoach! It is difficult to recommend further therapy without knowing what is going on first. For this reason, further diagnostics such as thoracic radiographs should be considered first. This may be due to pneumonia, heart disease, bronchitis, among many other possibilities. I recommend considering diagnostics like that to have a better idea of what may be going on. At that point, it would be more accurate to consider therapy with more information on the matter.
