My active budgie's feathers are falling out. What could be the cause?

I have a budgie his name is Peter. He is totally active but for some reason his hairs are not growing or his hair is falling I don't know. Please help as soon as possible.

This is a very common problem in parrots, 80% of the time they pluck their feathers due to boredom and psychological issues. the rest of the 20% include various diseases, you will need to take him to an avian vet in order to run several test and rule out all physical conditions before starting to treat the physiological condition medically (usually with Prozac).
