Dog scratching non-stop after haircut, no fleas. What to do?

Pet's info: Dog | Mixed Breed Small (up to 22lb) | Male | neutered | 6 lbs

My terrier mix make 1 yr. old dog does not have fleas but is scratching and chewing at himself constantly. I do not see evedence of dry flaky skin either. He is scratching mostly at his haunches and back by his tail but also behind his front legs too. This scratching significantly increased after I had his hair cut short for the summer. I have put a moisturizing conditioning lotion on him and it’s not helping. Suggestion?

Use a shirt to protect his skin or keep him indoors to limit sun exposure. Treat as if he had fleas anyway to be sure. This includes vacuuming the home and washing all bedding. An e-collar (cone) can be used to prevent excessive licking or chewing. if symptoms persist, have Toto physically examined by your veterinarian. Discuss allergy testing, skin scrapes, hydrolyzed diets, antihistamine use and food elimination trials to treat, rule out or diagnose infection (bacterial, fungal, mites), environmental allergies or food sensitivities.
