My German Shepherd chews tail base, skin bumpy & crusty. Fleas?

Pet's info: Dog | German Shepherd | Male | unneutered | 7 years old | 96 lbs

7 year old long coated male shepherd(not neutered)had an area at the base of tail that he keeps chewing at.Hair getting thinner there and skin in that spot is bumpy ,crusty and dark colored but there is still hair there. coat seems very dry.I am thinking due to fleas .Have 6 other shepherds in same house and no problems with them. Have had a lot of flea problems . topical antiseptic and flea treatment. He had a hot spot there last summer that was vet checked but healed after using an anti itch

That is a common area for a flea allergy. Your other dogs likely have fleas also but they are not likely allergic like this one A good bath weekly can help soothe the skin and help with dandruff. You can add fish oils and omega 3 fatty acids to the diet to also help with dry skin. You will need to treat the environment and the all the pets for fleas in order to get control of the underlying problem. If the skin is infected then you need to see a vet for medication
