My dog has scabs on his back that won't heal. What should I do?

Hello. My dog has these scabs on this back ( I assume). About a year ago he had the same and we used this shampoo at petco and it worked, now its not. I tried to remove the rubbish with tweezers and gave him a bath after. It wont go away and its been almost 2 weeks now. Petco's veternarian is open tomorrow so we hope they help us but i would like to know if you have any opinions on how to get rid of it. My dog is a male Jack Russell, we assume about 6 years old( maybe older). Pet's info: Dog | Jack Russell Terrier | Male | neutered | 19 lbs

It sounds like he might have an allergic dermatitis and a secondary bacterial infection. Have your vet take a look at him as he may need an antibiotic, anti-histamine, and/or a corticosteroid to treat.
