Why does my dog have a red spot and dry flaky skin on her belly?

My yorkipoo has a red spot on her belly,also I've noticed that there is dry flaky skins shedding on her belly also should I be concerned. Pet's info: Dog | Mixed Breed | Male | neutered | 2 years and 4 months old | 5 lbs
