Hello. Allergies can be a very frustrating condition to deal with in dogs because without knowing the cause we can not help the symptoms. Your best bet is to see your veterinarian to rule out fleas & mange mites. Skin can also have secondary bacteria & yeast infections. Antihistamines rarely work, & if they do, only give minimal relief. You can bathe your pet in cool water & any type of soothing/calming shampoos made for pets. If you can find one with Pramoxine, this can help quite a bit. Make sure your Sammy is well protected against fleas, even if you are not seeing any. Then, please talk to your vet about a number of different products & modalities that are available to help your poor itching friend. Thank you.
