Is my cat's chin rash with black spots and redness feline acne?

I'm worried about what I think is a rash he has on his chin. The black, as well as the red above it. He lives outdoors mostly but is super tame and not very adventurous. His gums don't look inflamed but the chin area kinda does. Thank you for the help! Pet's info: Cat | Mixed Breed | Male | neutered | 8 months and 28 days old | 7 lbs
