Why does my dog have bad breath when her teeth are tartar-free?

My dog has very bad breath and she has no teeth problems. Her teeth are tartar free.

Even without tartar sometimes the gums are inflamed, this is the first thing that needs to be checked. If it is not the gums then it usually comes from the stomach, it's not uncommon at all, sometimes changing the food to a better quality one can improve the smell.
