Birds can fluff for a number of reasons. They may do it when they are relaxing or preening as normal behavior, may fluff if they're feeling cold or stressed out, or may remain fluffed and quiet if they are feeling ill. If you suspect someone may be ill, scheduling a vet visit to rule out any health issues is always best.
