Are black spots on my dog's belly and vulva common? Are they fleas?

Pet's info: Dog | Yorkshire Terrier | Female | unspayed | 6 years and 1 month old | 5 lbs

Good morning, My 5 lb Yorkshire Terrier recently had dental surgery (about a month ago). Within the past few weeks she has developed black spots on her vulva and belly. Is this common? How do I know if it's fleas?

Usually flea dirt can be removed and wiping it with a wet swap it may become red in color. Although a picture could help me to define better underlying cause, this could be due to a localized spot of skin infection (likely to be caused by bacteria). A check up, appropriate disinfection and possibly antibiotics (oral, topical or in a shampoo formulation) are needed to solve the problem. Disinfection can eventually be started at home with very diluted hibiscrub or betadine or salted water baths. Buster collar may be useful as well to avoid any licking/scratching.
