My 2-year-old cat is still tiny and looks like a kitten. Is this normal?

My cat turned two last month and yet she is still very small. She was the runt of the litter, was much smaller than her siblings, and was neglected by the mother. One vet couldn't believe when I said she was one at the time and yet weighed 1.5 pounds. She currently weighs 2 pounds and still looks like a kitten, is this just the way she'll be? She isn't the first kitten I had, my previous two grew to be very big. Also, another vet said it may be due to the lack of oxygen she received in the womb.

At two pounds, this would be an extraordinarily small size even for a small breed adult cat. I would agree that a problem in utero or some sort of congenital defect is the likely cause for Hazel tiny stature. It is extremely unlikely, if not impossible, to assume that she will grow any more if she is two years old already.
