Why is my puppy still itching with scabs? Can I use hydrocortisone?

My puppy has been itching for a few weeks now. I've treated her for fleas with OTC drops. She has been itching above her tail / back side. Now has it on her chest area and mouth. The back one looks like little orange spots (scab like). Any suggestions? Can I put hydrocortisone cream? Pet's info: Dog | American Pit Bull Terrier | Female | 2 months and 25 days old | 15 lbs

She's so cute!!! I would say she most likely needs some skin testing and antibiotics, but,...it isn't awful. So you could try hydrocortisone cream on the red spots for a few days. You may want to try switching the protein in the food as well, and make sure she doesn't have plastic bowls.
