It could be a bacterial skin infection and/or allergic dermatitis. If the topical medication does not help, have your dog examined by a vet for treatment. Your dog may need an antibiotic, anti-histamine, and/or a corticosteroid to help treat. You could also bath your dogmwith a medicated dog shampoo, like Epi-soothe, and see if that helps.
