What's the right amount of fruits and veggies for homemade dog food?

Pet's info: Dog | Mixed Breed | Male | neutered | 50 lbs

I have started to make my dog’s food and I am curious how many fruits and vegetables he is allowed. He is 50 lbs and quite active. I have landed at about 1200 calories a day, I have heard no more than 25% of the diet can be fruits and veggies, is that 25% of the calories or 25% of the total cups of food? For instance spinach takes up a lot of space in the bowl, but is low in calories.
