Why does my dog have an itchy bump, dry skin, and constant scratching?

My dog has a large growing bump ,that itches him badly, on his left hip on his back. If that makes since. He also has very dry skin. If I don’t give him a bath 2 or 3 times a week he stinks and scratches and whines constantly. Pet's info: Dog | English Toy Terrier | Male | unneutered | 7 years and 7 months old | 22 lbs
