My puppy won't potty outside or use pads. How can I house train her?

Pet's info: Dog | Yorkshire Terrier | Female | unspayed | 9 lbs

I can’t get my puppy to use the bathroom outside. Once she goes outside, she would want to run around and pee/poop inside the house. I leave the pad on the floor but she won’t use it.

I would recommend to stop using puppy pads and to start crate training her. Make sure the crate is only big enough for her to stand up and turn around. If it is much bigger than that, she will have a tendency to pee/poop on one side and sleep on the other side of the crate. This will help teach her to hold it as most puppies don't want to pee/poop where they sleep. I will attach a couple of helpful links with more info on house and crate training.
