My neutered dog has temporary lumps near his penis. Is it normal?

My SHIH TZU was neuteredabout three yrs now and when he wakes up in the morning and rolls on his back for his belly rub and scratch I can see 2 little marble size balls on either side of the lower penis and then they disappear shortly after and go away. what are they.should I be concerned?? Pet's info: Dog | Shih Tzu | Male | neutered | 4 years and 3 months old | 18 lbs
