My dog has red spots and we're getting bitten. Fleas or bed bugs?

Pet's info: Dog | Mixed Breed Medium (23 - 60lb) | Male | neutered | 2 years and 1 month old | 45 lbs

I have recently noticed these little red spots on his underbelly, some are scabs and some look like rug burn. I don't know what could be causing it other than fleas, but my girlfriend and I have also been getting bit around our ankles mostly as well. I'm pretty sure it's either bed bugs or fleas, but I constantly check him for fleas, and never find any, also I use a spray that kills flesa and everything on contact as well as his preventatives for flea and tick/heartworm. What could these be?

It could be fleas if you are being bitten as well. Fleas live in the environment, not on the dog, they only jump on to feed and then jump off. Have Colson seen by a vet. The vet can diagnose if he does have fleas, and can treat him. I would also see your doctor to get your bites checked out.
