Is a black spot on my dog's stomach near his scrotum normal?

I rescued My dog so I don't know a lot about his history however since the day I've met him hes always had this sort of black rash on his stomach located close to his scrotum Ive taken him to the vet and to different animal services and no one has ever mentioned it to me so I thought it was normal however I do want to follow up because I don't notice it on other dogs. It doesn't appear to be itchy or spreading. Just curious as to what it is and if it's normal. Jack is healing from being neuterd. Pet's info: Dog | Mixed Breed Small (up to 22lb) | Male | neutered | 16 lbs

This is just normal pigmentation and nother to worry about. This could have always been there or the skin could have changed colors after a skin infection in the past. No big deal unless it starts to bother him or change. I hope this helps!
