What is this lump on the neck of a cat I found? Is it serious?

Hello I recently found a cat and I always come by and play with it, and feed it. i’m not sure if it’s my neighbors cat because it’s always hanging out there but i’m sure it isn’t but it has this thing on its neck and i’m wonderinh what is it??
