Why is my dog's skin peeling and hair falling out without itching?

What is wrong with my dog? She’s 3 years old. Part Bassett hound and lab. She’s not itching but her skin/hair is peeling off. She had a thick coat and I tried to put lotion on. She may be biting at it while alone but I’m front of me it does not seem to irritate her. Pet's info: Dog | Mixed Breed Medium (23 - 60lb) | Female | unspayed | 2 years and 10 months old
