My dog have lots of dandruff on him after trimming his hair also he have dandruff I have tried even putting neem oil on him it is not working he is 7years German Shepherd

A little dandruff is normal, however if the skin is excessively dry or itchy, there are a few things that could be happening. If you are bathing your dog too often (more often than every 3 weeks or so) you could be drying out the skin and preventing the natural oils from soothing it. An aloe or oatmeal based shampoo can also help prevent drying of the skin. Allergies or underlying health issues can sometimes cause dandruff, however you may also see other issues such as itching, flaking, redness, hair loss, etc. Sensitive skin diets can help with allergies if needed. Additional supplements can also be helpful, such as Vitamin E or Fish Oils which will help with natural coat oil production and healthy skin.
