Lesions like this should be checked out by the veterinarian. It sounds like the mass has been around for a while which is unusual. It could signify a skin tumor, a foreign body stuck under the skin, allergies or an abnormal hair follicle/pore. If it is a mass, the doctor will need to test it. Blister type masses are usually benign in a young dog but they can be a cancerous tumor called a mast cell tumor. these types of tumors need to be removed quickly. It’s always better to play it safe. I hope this helps and please feel free to post any additional questions.
