Why does my neutered dog have bumps near his penis like testicles?

Pet's info: Dog | Mixed Breed Small (up to 22lb) | Male | neutered | 23 lbs

My dog is trying to to get me to.wipe his bum and penis but I noticed that he wakes up and it looks like his testicular balls sorry for the (TMI)are actually right next to his penis inside of his body, but I had him neutered and I saw a cut down on the sack and penis, and I also have noticed that he likes to have his bum cleaned and then he lifts his leg to wipe pinky, and then he goes can you help me Dawn and Rufus

So what it sounds like you are seeing is Rufus's bulbourethral glands. These are a normal part of a dog's anatomy, and they become enlarged when the dog is aroused or excited. I hope this helps Dawn.

    So if these lumps you are seeing are along the shaft of the penis, those are Zero's bulbourethral glands. They are a normal part of a dog's anatomy, and become enlarged when the dog is aroused or excited. They are not his testicles.
