My dog can't pee, has hard stomach & pebble stool. What should I do?

Hello. My dog has small kidneys and usually drips urine which he can not control. Today he tried to urinate but nothing comes out. His stool is small pebbles. His stomach is hard and I am unsure what to do. He is a 7 year old pit bull.

I'm not sure what's going on from your description. That is a lot of different clinical signs that I can't immediately draw in to a likely cause. It is concerning that his stomach is hard (and distended perhaps?), and any straining to urinate is always an emergency. I'd recommend taking him to a vet ASAP, an emergency clinic tonight if at all possible.
