My neutered male cat licks his penis daily. Is this normal behavior?

I have a 6 month old male cat. He is neutered. I have noticed that he licks his penis at least once a day. I was wondering if it is a sign of a problem. He eats and goes to the bathroom normally. He is a couple pounds heavier than his two sisters. Should I be worried? Pet's info: Cat | Mixed Breed | Male | neutered | 5 months and 10 days old | 3.8 lbs

However, in theory, this can be observed with conditions such as allergies for example. If this continues or more importantly, if you notice any redness, hair loss or discharge at the site he is licking, have him evaluated by a veterinarian for further assessment and treatment.
