I am sorry to hear about your dog. Based on your description I would recommend bringing Jessie into the vet for examination. Blood tinged urine can be from a variety of causes including a bad urinary tract infection, bleeding tumors, bladder stones, trauma, and blood clotting disorders. The vet can examine Jessie and may recommend testing such as urinalysis or x-ray/ultrasound to evaluate the bladder. She may not be eating because she is feeling ill due to the cause of her bloody urine.
