My dog has a rash on belly, arms, and neck. Is it a skin infection?

Dog has had a brown spot on belly since we got her end of July she now has a rash under her belly and arms as well as her neck. She wears a flea collar and I don’t see fleas. She just came in that’s why her pic looks dirty sorry:(. Pet's info: Dog | American Pit Bull Terrier | Female | unspayed | 2 months and 19 days old | 8 lbs

I don’t see evidence of fleas either. This looks like a mild skin infection. I recommend bathing the area in medicated anti bacterial and anti fungal shampoo twice weekly and keep her out of the dirt if you can. This should improve with the baths.
