Hi, thanks for using Petco Pet Education Center, formerly Petcoach! Oh goodness! The 2 dwellings are not his testicles but the bulbourethral glands. Regardless this is very serious. I recommend immediate veterinary care. We need to decrease the penis swelling and get the penis back in to the prepuce. We do this by using lubricant, dextrose, steroids and sometimes they need to be sedated to get it up over the penis. I’d get him to the vet now. The longer you wait the increased risk there is to the tissue. I wish you the best!
