My dog's ears squish, shake, scratch, and have wax. Is it infection?

My dog is having ear problems and when he scratches or you rub his ears it sounds like liquid squishing. He is constantly shaking and scratching. There is a lot of wax buildup but the liquid never goes away. Pet's info: Dog | Mixed Breed Medium (23 - 60lb) | Male | unneutered | 30 lbs
