What's causing my indoor cat's crusty rash on her back and neck?

My cat has a crusty rash around her neck and down her back to her tail and up the tail s bit. She doesn't have fleas and us an indoor cat. It sues appear to make her scratch but not incessantly. It is not ringworm fungus as I am all too familiar with the open sore and hair loss associated with that. I gave 3 friends with the exact issue. One took his cat to the vet 4 times and still no solution after steroids and anti fungals.

She could have miliary dermatitis from an allergy, infections, auto immune disease, parasites, etc. You could try a hypoallergenic diet, like z/d or d/d and see if that helps. She might also need an antibiotic, anti-histamine, and/or an anti-inflammatory and your vet could prescribe.
