What causes dog bad odor, hair loss, and constant itching/scratching?

Have a Pekinese 9yrs old developed bad odor and hair loss on bk legs and front paws an tail. Tail are has swelling close to hips and feels rough an wrinkled. Took her to vet 8 times last yr, limited disability income an need help for her instead if run around I get from local vets. She is my life an I can't bear to see her constant chewing an scratching, breaks my heart.

It sounds like she could have a skin infection which may be caused by allergies. You could bathe her with a medicated dog shampoo and see if that helps but she may need an antibiotic, anti-histamine, and corticosteroid to help treat the problem. If she has allergies than she may need to stay on an anti-histamine long term. You could also try her on a hypoallergenic diet and see if it could be related to a food allergy. Also, inspect her for fleas as dogs can be allergic to fleas. Treat her with a flea prevention every month, like Frontline or NexGard.
