Why is my Chihuahua scratching her neck and chest, causing sores?

I have a short haired chihuahua. She's always had very little to no hair under her neck down to her chest. I was wondering if this was normal or something I should worry about because she is always scratching there. She also has sores from scratching. We tried taking her collar off and it didn't change. If she isn't up to date on her flea treatment, she will need a spot on treatment such as Advantage or Revolution. You will need to disinfect the environment as well. If she is up to date on his flea treatment, I recommend taking hier into the vet for an exam tomorrow. The vet can do blood tests and skin scrapings to diagnose allergies or mites. Once the cause of the itching is found, the vet can prescribe the appropriate treatment.
