Why does my dog have white flaky skin like dandruff when brushed?

Hello, my dog (a rottweiler), 2 years old, his skin has white flaky thing like dandruff when we brush him, does he have seborrhea? Thank you.

He could have seborrhea, but unfortunately that is a diagnosis that cannot be made just by looking at the skin; it requires a biopsy. It's also pretty rare. Much more common things that cause flaky skin are fleas, mites, and skin allergies. Your vet can help you sort this out with simple skin tests and a trial of anti-flea medication.
