My pet has flea bites and licks paws, but no fleas. What should I use?

Pet's info: Dog | Yorkshire Terrier | Male | neutered | 2 years and 9 months old | 9 lbs

I think he may have fleas. We bathed him and saw he has a trail of bites down his back. Used a flea comb but no actual adult fleas on comb. He also keeps licking and biting his paws.
