The skin looks very irritated and possibly infected. I would recommend that you have Bella checked out by a vet. This could be caused by several things, including fleas, mites, allergies, anxiety, diabetes, hyperthyroidism, among a few other things. Her coat looks thin and a little greasy, which can happen with hyperthyroidism.
