Pet's info: Dog | American Pit Bull Terrier | Male | neutered | 3 months and 7 days old | 20 lbs
My 14 week old pit bull puppy has small bumps all over his back down to his tail. They don't seem to hurt him when I try inspecting them but he does seem to bite them once in a while. I have no idea what they could be. They look kind of pinkish and they're all close together, almost looks like a bumpy rash but they're actual bumps. What could it be ?

Based on the pictures you have provided, I suspect this may be an allergy or bacterial skin infection. I would recommend reading the below article and also using the below recommended products.
