My dog has a hard, dark, painless lump on its tail. What could it be?

My mom just found this hard dark bumb on my dog's tail. It doesn't hurt it when we touch it but I'm not sure what is it. Pet's info: Dog | Mixed Breed Medium (23 - 60lb) | Male | neutered | 5 years and 9 months old | 27 lbs

Hi there. Lumps and bumps on dogs can have many underlying causes. It is often difficult to tell the difference between them just by looking at it. It could be cyst, a plugged hair follicle, a tumor......
