My dog has hip pain. Could it be hip dysplasia? What should I do?

My dog is 4 years old, and is a German Shepherd, chocolate lab mix. He seems to be experiencing pain when he gets into the bed or stands up. I've been told that he may have hip dysplasia later in his life, from his foster family when I adopted him last year. Could this be causing the pain? The weather lately has been rainy, and otherwise nasty, so I thought maybe if dogs were like humans, he could just be sore because of the weather. I've given him some pain reliever, but what else should I do? Pet's info: Dog | Labrador Retriever | Male | neutered | 4 years and 7 months old | 110 lbs
