My dog's penis keeps coming out when he's excited or calming down.

Hello, I look after a spaniel who is male and neutered. It seems lately that when he gets over excited or even just needs to calm down a bit, his penis comes out along with the bulbus glanis. Everything is red and exposed and he bites at it and thrusts while sitting down. Now, this is becoming an issue for him as it happens way too often and is getting in the way of his normal play time with other dogs. Sometimes it can happen 5 times in 10 minutes. It will go back in if i try to call him over. Pet's info: Dog | Brittany | Male | neutered | 45 lbs

It may just be behavioral and now a learned response. However, an examination by a veterinarian would be a good idea to make sure they don’t find any physical problems.
