I have a 11 weeks old german shepherd who is itching all the time. He is on flea prevention and has no fleas on him.

Skin parasites such as fleas are the number one cause of itching in dogs, and some dogs are so sensitive to a flea's bite that only one bite can st their skin off. If the flea prevention you are using is over the counter there is a good chance it is not working on the fleas. You can try a prescription strength medication one month from your last dose.
